History

The Louisiana Nurse Home Visiting Program has been in operation since March, 1999.  It is currently operating in all nine OPH regions in the state, serving 52 out of 64 parishes.

Dr. David Olds of the University of Colorado in Denver developed the model for this program thirty years ago. During this 30-year period, the program has been rigorously evaluated and has shown significant potential as a means of reducing violence and criminality in young adults.

MCH Program staff has been collaborating with the Louisiana Office of Mental Health (OMH) to provide mental health support and services to the Nurse Home Visitation Program. The mental health workers, which go through a rigorous, specialized training in infant mental health at Tulane University’s School of Medicine, support psychosocial and mental health aspects of the program, provide case consultation to the nurses, and provide direct clinical mental health services when appropriate.

Mission and Vision

The mission of the Nurse Family Partnership Program to improve the health and social functioning of low-income first time mothers and their babies.

Purpose

  • To improve the personal life-course development  of mother’s by targeting the reduction of the rates of unintended subsequent pregnancy, increasing the interval between the birth of the 1st and 2nd children, increasing women’s educational achievements, increasing women’s participation in the workforce, and reduction of their use of welfare.
  • To improve the outcomes of pregnancy by targeting reduction of cigarette smoking, use of alcohol and illegal drugs, improving their diets and weight gain and identifying emerging obstetric problems.
  • To improve infant/child health and development by targeting reduction of children’s injuries, abuse and neglect, improving infant’s developmental accomplishments and reducing emerging behavior problems.
